Illinois has become the first U.S. state to ban artificial intelligence from independently providing therapy. Governor J.B. Pritzker signed the WOPR Act into law on August 1, 2025, prohibiting AI tools like chatbots from diagnosing or treating mental health conditions.
According to CBS News, violators could face fines up to $10,000 per incident. While AI can still assist with administrative tasks like scheduling and documentation, it can no longer replace licensed mental health professionals in providing care.
Supporters say the law protects vulnerable people from unregulated tech that lacks empathy and oversight. Critics argue it may limit access to care, especially in areas with therapist shortages.
This bold move is expected to influence how other states approach AI in mental health moving forward.
